My headlight fuse keeps blowing, I checked the entire harness and none of the wires are shorting out, I replaced the headlight switch and had no luck, i even tried a higher amp fuse and no luck. The weird part is when I unplug the cluster the fuse does not blow.

Do i need a new cluster or what could possible be the problem ?
