The first test would be to look and see if the wire broke at the ecu plug, a visual inspection. Then a continuity test. continuity test the pin on the ecu, to the wire, to the hks evc. continuity test the trace to the pin and the harness and to the hks evc. if the other test yielded nothing.

Like I said, test the ecu with a consult program to confirm the ecu is getting a tach signal
If it is, the problem lies with the out put tach signal, you haven't confirmed that yet.
