You mean they sent you RHD instead of LHD.

There is a LHD E-code pattern used all over mainland europe that is superior to the US DOT beam pattern.

Anyway, I'm not surprised that non-projector lights' output sucks. Little tiny reflector housings, RHD pattern, ecch. Silvia Q's and K's came with projectors for a reason...
