Ive diagnosed 100 of these or more, 100% of the time, the reason it wouldn't work right, was that vacuum line coming off the back was improperly routed. It needs to be a dedicated source directly off the intake manifold (or nearly). Usually people have it crimped, or bent funny, or T'd off something else. Just trying to help.
