If you really want to do it on a budget, now is the perfect time to get to know some racers. Go to lots of events and hang out with the people with money, make some friends, help change tires, etc. Then when their racing season is over, and they have partially used Rs laying around offer to take them off their hands.
I have obtained free Azenis, free and delivered Kumho ECSTA V700, and 75% new Yokohama Advan A032R S for $10.
My advice, from one poor college student to another, is to sell those wheels to some driftaz who will pay absurd amounts of money for anything with a lip on it, and then use the money to get real tires. Grip is more important than offset/looks
