Ok so if your battery light is on thats because the battery is low on juice. However if your battery light comes on while driving thats because your alternator isn't charging the battery. So which condition is it????? Cus that has a lot to do with whats going on. Also the thing about all the lights not working leads me to think that something is all f**ky with your body harness or main light control box thingy (yes thats its technical term deal with it). But first a few questions...

What do you mean it won't start after sitting? Sitting and running or sitting off? Because most vehicles' alternators will not charge the battery at idle that is something that happens under load.

Next, does it die while driving? If yes then you have an issue with your alternator

But if it dies while sitting engine off for long times that is most likely a draw... Have you done a parasitic draw test? How you do this can easily be found on youtube but here's a summary - hook up a DVOM inline in between negative battery post and negative cable (positive wire from DVOM on the cable and negative on the battery with the setting on milliamps), with the key off and out of ignition look to see how many milliamps the DVOM is reading. If the number is more than 10-20 milliamps then you have a draw. Next step is to reconnect the battery and test each individual circuit in the same fasion via the fuse block.
