That is many times caused by a brake fluid leak. I do not believe that is structural at all, at least not just one rusty seam there. I've had holes the size of a softball fixed there by welding in a patch. This does not look to require that much work to fix.

Wire-wheel the dirt, rust and seam sealer away, use some POR 15 or other similar rust converter, then some underbody spray and you are done.

Certainly not a reason to look for a different chassis.
