Never seen anything fitted there from the factory. Presumably it's to store change or could be for keeping parking passes or toll road passes. I know a bunch of japanese cars have special holders or compartments specifically to fit tickets/passes in.
No doubt someone has shoved some electronic gadget in there at some point, just like they do the same thing sticking guages in the air vents and such.
