It's normal for 2 pins on the relay socket to be 12v or battery voltage. If that's what you mean. They are tied together right under the box. In my fuel pump test I use to say jump pins 2 and 3 or 3 and 4 because of that. If in doubt, probe other sockets or check under the relay box.
