He was referring to illegal immigrants. People already subverting the immigration system the country has in place, not ALL Mexicans. This has been made clear by Trump, his admin, the majority of his supporters...
People aren't out there right now commiting mass hate crimes against minority communities, despite the amount of 'fear' the people protesting say they have.
People are protesting while dems and repubs are watching them
, waiting for ignorant protests to turn into riotous violence

Where are they going to go? No one is going to take a criminal back. That's why we need to tighten the immigration belt buckle and say, "Alleged xynophobia/racism be damned, we only want good people here." If you're a good person, get in line. If you don't want to get in line, then youre clearly ready to subvert the rest of American law during your stay.
