They most definitely were low at one point. Both the rails I've purchased pre revision were able to put my seat so low that I couldn't slide it back and fourth because it was jammed into the carpet.

You are right about the gangster lean angle on the bracket being the way they actually achieve the lowness though. For me its great because I prefer a fairly reclined position anyway. Looks like Street Faction solid mounts have the lean going on too.
