224/40R17 doesn't exist. There is 225/45R17, which is super common, and 225/35R/17, which is quite uncommon.
To help with your question, I ran 17x9 +20 and 235/40R17 all around on a stock body S13 without any fender modifications. This was with about -3* camber all around. Also had about 5-10mm clearance to both my Stance and HKS coilovers.
So any other wheel and tire combo inside of these specs will suit what you are trying to do. I don't think I could have gone larger in any dimension.
