Although I do agree the price is up there for a stock KA/stock interior S13, he isn't wrong that putting something similar together would still cost you more. I'll avoid starting off with a "stock" S13 since it wouldn't even make sense to pay $4-5k as a base platform to replicate this car.
For shits and giggles:
$800 - S13 Shell (in decent shape)
$1500 - Front bumper set with urethane rep lip
$600 - OEM 180sx sideskirts
$600 - OEM 180sx Valances
$500 - OEM 180sx Taillights
$450 - OEM 180sx Wing
$1000 - Koguchi Power hood (cost of hood + shipping)
$1500 - Blitz wheels
$2500 - Suspension (Coilovers, adjustable arms, bushings)
$1500 - Complete S13 KA swap (motor, trans, and misc additional parts)
$2000 - Exterior respray (decent quality)
Total: $12,950
Not including cost of labor assuming you do all of the work yourself with the exception of paint.
I'd put this car in the neighborhood of $8500-$9,000 to someone who just wants a cool looking weekend cruiser. I personally would expect more on it, but there are plenty of people who would hop on it at that price.
