With that ruling set as precedence, Mueller could not at this time charge the president with obstruction of justice and specifically mentioned that the investigation did not exonerate Trump in respect to obstruction of justice.

What do you think is the point of saying there is not evidence that a crime was
not committed? There is a reason not to cite evidence of a crime when there is no opportunity to defend one's self in court. Which will not happen because he is not charging Trumpito with anything.
