Corbin, most of the Southern states never implemented the ACA or even extended medicare! You can't say it failed when a third of the country didn't even get it. The country gives more welfare to corporations than it's people. Welfare and food stamps are a part of the Farm Bill, and black people didn't receive any of those benefits until the 1950s or later. So cities that are predominately black like Baltimore will always have higher rates of poverty and violence do to the lack of infrastructure and redlining. Minorities are finally getting a decent shot to earn some financial wealth over the last 15 years in a hand full of democratic cities in the U.S. Please remember Tulsa, OK and Black Wall Street!
