You make a good point.

The VIR was the USDM base (2.5L) that had 305hp/ 290tq and weighed 3,367lbs.

The most recent Tsukuba one was actually a 2018 WRX STI Type-S (2.0L) that had 308hp/311tq and weighed 3,322lbs.

So, a 45lb and 3hp/21tq difference.

In any case that would mean the JDM one would actually be ever, so slightly faster on VIR. Which still shows that the 08-10 Cobalt SS Turbo would still not be as fast, or faster than an R34 GTR on Nurburgring, or Tsukuba (unless of course the R34 GTR had the factory speedo restriction).
