As Draconian as it sounds, I think that's the only thing that America can do at this point.
The victims in this solution are healthcare professionals and people with pre-existing conditions, unfortunately.
We cannot rely on people to work together to solve this problem, any solution offered (including vaccines) will be met with resistance.
