I going to disagree with on this one. The country is more than just those few cities you see on the news. It is 328+ million people. Out of those, I would say 99.8% of people have no interest in taking up arms and fighting their trump voting or biden voting fellow citizens which is a an actual civil war would be.
The other .02% of the population would amount to roughly 60K people. Even if for arguments sakes, 60k people across the country were ready to civil war it would be no bigger than a blip on twitter when someone says something twitter doesn't like.
It is easy to get caught up in protests and shots of these militia's but remember the mass majority of america is not protesting. The majority of america is not burning down each other's flags and yell fuck (Biden/trump) at each other.
There will always be isolated examples because it does happen. However those are outlier events.
Not to mention almost half of america's voting population doesn't even vote.

Should the president be telling the proud boys and other miltias to stand back? Yes. Should he be telling them to watch the polls? No as they are not official poll watchers.
Like any "good" politician he is simply pandering to his base knowing the chance of something actually popping off is small and if it did. All he has to do is say, I don't condone it, or sahy nothing and he will be resolved of all responsibility.
