You're giving it way more thought than monster sticker sawzall guy by test fitting and measuring twice before cutting.
Body kits of this era were... a whole thing. Expectation was that you needed body work and hand fitting to install them. That's why you saw so many cars with kits that didn't fit or were left unpainted with bondo everywhere.
I wouldn't feel guilty about cutting popup S13 front fenders at all. It's what we would've done back then!
