he would need to take it to a machine shop to have them run a helicoil in there. you need a steady drill press and know how far down to drill and then retap that hole, etc... that = money ...and im guessing that he wants to go the cheaper route...

anyway, you can just step it up a size and you should be fine. it will probably be a lot of hard work though... i dont know if you ever used a tap and die set before, but its not as fun as it looks
