if you're looking for a cheap way to do it, which i'm guessing you are, try this. sand down wheel, don't have to take all the paint/finish off, just enough to give new paint something to stick to. get whatever the hell color you want in an aerosol can, give it a good 3 layers. then get clearcoat in a can and spray it. then get 2000 grit sandpaper, go over entire wheel lightly. then get some buffing compound and a machine buffer if you have one, and restore the finish. it shouldn't turn out too bad. my friend did it to the mirrors on his winter beater crx and it turned out pretty nice.
