ya what all of you fail to realize is its not the goverment. Its the oil companies . You see California told the oil companies to clean up their act so the oil companies looked for a cheap additive that satisfied the CARB as far as emission output goes. What the oil companies did not check out was the fact that MTBE gets into the water suppy and ground water and is carcinogenic. Ok now this was brought up by the state and enviromentalists over two years ago. It was to be phased out already because the oil companies figured out a better way to make clean gas without it. Note MTBE additive technology was developed over 6 years ago.
NOw the big problem is not the state of cali. IT is the midwest primarily the corn growing states and President Bush read special interest lobbies i.e. Corn Growers who want to sell ethanol to the California(because they are goverment subsidized and want to try to make a killing ) based oil companies to replace MTBE. President Bush is basically telling the state of Cali either use the ethanol or use MTBE but don't phase out MTBE unless you plan on buying ethanol from the corn states. If you phase it out without using the ethanol I will withhold federal funds .
