Exactly how do you figure that a language barrier is an excuse to break the rules? If you go to japan and smuggle weed, and use the excuse, u didn't know it was illegal; does that mean they let u off? hell no. Maybe they're a little more patient, or a little more polite, but it sure as hell doesn't excuse negligence.
Ignorance is not an excuse for breaking the rules. I don't think there's a country in the world that doesn't subscribe to that.
