I know what the FSM says my point is that I wouldn't keep a motor that looks like crap unless the internals where in great shape not - mediocre shape.
Besides if you want to get technical

the FSM says bring it to operation temp before the test so his readings are going to be on the high side anyway.
I am just trying to give him something constructive to work with, he obviously is not experienced mechanic or other wise he wouldn't have bought something so beat looking.
