maybe i'm misunderstanding things but
if crank is 20 degrees BDTC
#1 cylinder is not at tdc
the way i set my timing after swap is
crank to tdc (NOT to 20 degrees)
rotor ready to fire on #1
after this we crank. if it doesn't sputter, we start advance or retard the distributor until it sputters or starts. at that point, you need to pull the dist and advance or retard by one tooth until it starts and runs with a decent range of adjustment. then you pull out the timing gun, disconnect the tps and set to 20 degrees, etc.
