Those 2 hoses have something to do with the charcoal cannister...I think one comes from the gas tank to the cannister and one goes from the cannister to the intake mani...there is a diagram in the FSM.
And the belt...I dont know anything about belts either but Im pretty sure the "twisting 90*" part means looking at the front of the motor you would twist the belt foward to back. There is definately not supposed to be that much slack in it.
