Look at how the clock spring mates to the back of the S15 steering wheel. You will see it was not designed for that wheel...thus giving you such issues. Some would use a clock spring that came with the wheel, or trim the back of the steering wheel to fit over the clock spring.

clock spring = plastic hub with nub on it, and wiring for airbag and horn (S14)
