Wrong. The IACV does not have any bearing on A/C. The IACV-FICD valve does, but it's part of the IACV and if removed has to be plugged since you'll have a vacuum leak. Most people don't go through the trouble of removing and plugging it since it's more involved to get off and it doesn't matter if it's left in place.
