use the S13 ECU , S14 ECU is OBDII and they started that in 95. even thought it was not mandatory till 97. As far swapping Turbo manifolds it all depends on who designs it. I know of one person who got a custom manifold for a S13 KADE and supposed had to grind a little to go on his S14 head but that was a custom manifold not something like a JGS or revhard.
As far as reving the extra 500 rpm that depends on fuel delivery , ECU settings and Cams.
