I almost forgot about the emissions part of your question.
Emissions in japan are non existant (at least until next year), compared to say, California. That noted, they go nuts over there with horsepower as they don't have all the strict laws we do. Any engine you get imported is most likely going to have pollution issues here because they are racing engines. Pure and simple. A person over there is buying a Silvia or 180sx or Skyline for one of 2 reasons:
To race.
or to look like he/she races.
