Stock Integra GSR runs 15.5.  Drivers with just and intake and removing PS belt and AC have gotten 14.8.  Many people get 15.1 without any mods.

If a car is tuned, it can do a lot better than an untuned car.  HP and TQ aren't everything: powerband matters a lot, too.  A 200whp Teg Type R runs 12.7 at the track.  http://sgt.b16a.com/itr1.html

Those times may be crazy or seem impossible, but you never know.
