No, it doesn't. You have to be running a JDM S13/S14 clock-spring. They also made that steering wheel for almost every single JDM nissan in that time period so hopefully it's the right one.

You can see the steering wheel retailed for 62,000 yen (~$630USD). It was an option on Kouki 180sx's, Autech-edition Kouki S14's, and apparently S15's according to this chart:
