Its not only for "flex". Metals expand and contract at differing rates due to size, even for similar materials. This allows this to occur without the potential of cracking the pipes.

That plus the wastegate also has a weight associated with it. This allows all the pipes in the area independent degrees of movement in relation to any of the connected pipes and peripherals.
