I'd say that, if the tire manufacturer put the recommended rim width down for the tire, and you put that tire on a rim within the recommended width, then it's not a stretch.

Take for example, a 235/40/17 tire on a 9.5" rim.

For the Federal 595, that falls under the recommended rim width for that size tire, and it shows because it is barely stretched, just like that 275/35 T1R up there on the 10.5" rim.
