vapour like dry ice blasting? i would say yes, its not an aggressive enough media to remove base material, but as far as the coating, do you know the installed thickness of the coating? if its more than a few thousandths i'd be hesitant. is there a REASON you feel the need to do this to the spline area? can you just blast and coat the flange area and call it a day?
