You should probably do some more research and re-watch the statement. Mueller stated that the Office of Legal Counsel which is under the Department of Justice in which the Special Counsel is beheld to, is bound by a ruling that states that no
sitting president can be charged with a crime.
With that ruling set as precedence, Mueller could not at this time charge the president with obstruction of justice and specifically mentioned that the investigation did
not exonerate Trump in respect to obstruction of justice.
