Yes, you will still be able to use the turn signals. It will fit, but it will be tight. It will support the bumper.

You will no longer use the bumper retainer and the bumper will bolt up to the fenders. These bash bars were really designed more for cars using aftermarket aero bumpers with sagging issues. It can be used with the stock bumper, but that's not really what it was designed for.
