I'm not sure if you're familiar with the current NFA system, but you aren't allowed to take possession of the NFA item until you get your tax stamp back. And right now form 4 wait times are 12-20 months.
If you slam the NFA registry system with 4,000,000,000 applications its going to take 100 years to get a magazine through.
