It gives you the ability to set some of the CONSULT Active Tests like setting the base idle or temporarily adjusting the AFR and ignition timing, so it's more useful for diagnosis than just analog gauges or generic OBD software. You can run through the diagnostic trees in the factory service manual.
Don't forget you need an adapter/cable. I think you can buy this one direct from Taiwan,, otherwise they're all around $100.
