Does it fit? 100%, I have an S14 head and S13 cams. With the cams side by side on the bench, the only way to tell the difference between them is by measuring the lift with a micrometer. I triple checked while putting my engine together because it's so damned confusing (especially because they reversed the paint markings).
Will it pass smog? Probably, if everything else is in working order.
Getting into the nitty gritty of the cam specs, the S14 cams have the same valve overlap as the early '91-'93 S13 cams, but less lift, less duration and less lobe separation angle. So the idle behavior is the same, I suspect they didn't want to go below the minimal 3 deg of overlap, which would increase cylinder pressure and temp and NOx emissions. I suspect the idle emissions will be identical. It's also extremely unlikely to light a CEL. OBD2 in the S14 is not that sensitive.
Not sure what higher-rpm emissions effect there is from the reduced overall lift and duration but it must've been measurable on an engine dyno in a lab since the federal '96 Altima has the S13 style cam spec and the CARB '96 Altima had the S14 style. That said the effect is likely subtle enough that the engine will still be within allowable limits on a real world smog check. When I lived in a state that had California-style dyno testing (Maryland) all my S-chassis were like an order of magnitude below the allowable limits as long as they were basically stock.
