My skirts and rear valance are mounted using doubled-sided tape and OEM grommets/screws:
Fit up the skirt exactly where it'll sit. Drill a tiny pilot hole where it'll mount.
Take the skirt off, and drill holes into the quarter/fender flanges that are just a bit smaller than the square insert of the grommet (01281-00801).
Then use a square metal file to open it up until the grommet fits snug. Open the pilot hole on the skirt to the size of a fender screw, screw the skirt on.
