Not sure of the length but all Nissan seat belt bolts are 7/16-20 UNF... yes not metric. In cars that have normal seat belts Nissan doesn't list the bolts as a separate part number so no easy way to glean the size.

S13 Silvia has the same swivel shoulder belt anchoring style as the S14, even with the little extender arm, the bolt is almost certainly compatible. Or B14.
