s13 fuel issues?

1990 SOHC stcok engine. well taken care of.

the car doesnt like to start cold. it will crank for a long time and not start.
after the first try of cranking, it will usually start the second.
it sounds like to me like it's not getting enough fuel.

it started after i fixed my leaking fuel tank. im 75% sure i got the hoses in the right place in my hurry. ive read up on the problem but no solutions.

the ignition timing was set recently. it starts when its warm so that doesn't seem like a possibilaty.

it also studders and randomly has high idle

im thinking:
injectors
fuel pump relay/fuse
fuel filter/sock
fuel pump- last option
fuel lines?
fuel pressure reg.
wiring?

any ideas?

EDIT: the MAFS is also a possibilaty. my car has always run a little rich, and ive been thinking the sensor was fixing to go out
