i brought a ka24de head and its missing cam caps. can i just get new ones?

You can but you may run into problems. Each head is line bored and that means each cam cap is matched to that particular head. So you may get lucky and get a set that works but you are taking a chance.

so whats the best thing to do. should just buy a head w/ cam caps?

is there anything special going with this head? ie ported, oversize valves, springs, cam? if its just a stock head then go for another complete one, garagelu is right you might run into problems.
