injector probs/harness

so i have rc engineering 650cc injectors.... so when the motor didnt want to start i did the obvious checked spark and fuel. well i had adequate spark, and fuel was getting to the rail. so i took a test light and checked to see if the injectors were seeing 12 volts. well both wires on each injector had 12 volts.... is this correct? also when the motor decides not to start if u check each injector wire with the test light the motor will start after. whats up with this? also what is the proper procedure for test injector pulse. thanx also this doesnt happen every start up just every other one
