I don't really know where it comes from, but I guess that the police station is built in the center of the city where there is more people = more crimes.

I understand loyalty, but at what point will loyalty end? Is there something that he can do to make you lose respect for him?

As far as what happened, it looks like the law prevailed in the end so we'll just have to wait for the court date to find out.
