s14 1997 s14 oem foglights wont turn off!!!!!

OK so i have a 1997 s14 SE model. So my car is lowered on 18s and had tucked the driver side harness by the wheel well a little. dont rub too much. but i was just curious to see how it was doing so i pulled off the wheel and saw the harness and it was beginnig to eat it up a little bit. dont rip any wire or anything like that just some wires were exposed. so wrapped them all up with electrical tape. and there was one wire that was bout to rip. (Blue and yellow stripe) so i just cut right in between peeled it and added like an inch more of wire so it can have more slack. same Gauge wire. put everything up drove my car last night and my foglights stay on without my headlights bieng on. and i cant turn them off from the oem turn signal switch. as before my Foglights ONLY!! worked with my headlights on and i would be able to turn them on and off with the switch.
Now there just on as soon as i fire up my car!

any help would gladly be appcreciated guys.

fixed. guess a wire was touching metal there for it was giving it constant power.
