blitz sbc id problem..help!!

ok so my blitz sbc id went bad and i recently purchased a brand new one..i hooked it up like the manual says..i have a hose from my charge pipe going to the IN of my dual solenoid and a hose from the OUT of the solenoid to the top of my 38mm tial wastegate..then another hose from my turbo compressor housing to the bottom nipple of the wastegate..i have my settings on wg(wastegate) and on the AUTO setting to adjust boost..i took the thing for a spin and the wastegate does not open!!..i spiked to 23psi when i have it at 17psi..the manual says i need to make multiple pulls in third gear for boost compensation but that did not work..ive tried other hose routings but nothing..im really confused why this is happening on a new unit..i need some help..i routed a hose to my wastegate directly and its opening fine so its not stuck or anything..someone help me out here
