S13 headlight issue

So heres a head scratcher with my pop up headlights.

-If my headlights are off and I hit the button to pop up the lights theres no problem.

-If I turn my headlights on before popping them up they wont pop up
(no biggie I just turn them off and pop them up then turn them back on)

-My headlights are on and popped up, I turn my brights on and the headlights go back down but the brights come on.

Id love for them to work properly but my main concern is why when I hit the brights (high beams) do the headlights lower.
