Issue with Fuel and Power S13

Ok I swapped in an RB20 in my S13 and I used a plug and play harness, but now when I try and turn the power off with the key, the power stays on everywhere, but my fuel pump relay doesnt click and the pump doesnt prime. I have good spark and I have 12 volts to my injectors, but no pulse, well I dont have nodes so I cant be forsure. BUt I know I have the correct power where it needs to go.

So, what would keep my car from turning off and not allow the fuel pump not to work.

CAS is creating spark and allowing power to the injectors

Yes my pump is good
Yes I have replaced both EGI and EGI pump relays and fuel pump fuse is good
Yes the ignition blue relay clicks\NO the blue fuel relay doesnt.\
Yes my ECU is good
Yes my ignition switch is good.

I do not however have my lower harness hooked up, not sure if that effects anything but I dont imagine it would. Any gurus or somone that has delt with this please shed some light.

The ignition switch is also an input to the ECU that it uses to determine when to shutdown the engine. Make sure the ignition signal is getting to pin 45 on the ECU.

your ON and ACC will stay on even though you take the key out? fix that before anything else. if your ignition wiring at the tumbler is messed up a lot of shit wont work right. take a look.
